Abstract. The new trend of the Russian Federation for a strategy oriented towards hybrid actions determined NATO and EU to adopt some measures to counter this type of threats. The Russian Federation had some attempts to employ such techniques early after the Bolshevik Revolution against Romania and Estonia. Both actions failed, but the last one in Crimea followed the same pattern and succeeded. This was possible due to the new techniques employed by the Russian Federation in its hybrid warfare. The response of NATO and EU was the opening of the European Center of Excellence for Countering Hybrid Threats
