In the 21st century, humanity is now on the position to transform itself, because the technology represents today one of the main key for understanding states, public institutions, private companies and citizens.
On this new socio-political paradigm, some old ideas must be reconsidered, to open new gates for some debate themes. States and citizens depend today by internet and their actions are now influenced by the new skills which must belong to any user of internet.
New kinds of technologies bring also new possibilities for states to attack other ones. It is necessary to develop efficient programs to educate citizens of cyber-security. For sure, states future depends by technology – the government who will invest in high level of this will be the winner of regional or global geopolitical competitions.

În secolul al XXI-lea, umanitatea se află în poziția de a se transforma, deoarece tehnologia reprezintă astăzi una din principalele chei pentru a înțelege state, instituții publice, companii private și cetățeni.

În această nouă paradigmă socio-politică, unele idei vechi trebuie să fie reconsiderate, pentru a deschide noi porți pentru unele teme de dezbatere. Statele și cetățenii depind astăzi de internet și acțiunile lor sunt acum influențate de noi abilități care trebuie să aparțină oricărui utilizator de internet.

Noi tipuri de tehnologii aduc și noi posibilități pentru state să se atace. Este necesar să se dezvolte programe eficiente pentru a educa cetățenii despre securitate cibernetică. Cu siguranță, viitorul statelor depinde de tehnologie – guvernul care va investi în niveluri înalte ale acesteia va fi câștigătorul competițiilor regionale sau globale geopolitice.
