From August 2–8 this year, Bucharest will host the largest gathering of reservists from NATO member and partner states — the joint Congress of the Interallied Confederation of Reserve Officers (CIOR), the Interallied Confederation of Reserve Medical Officers (CIOMR), and the Interallied Confederation of Reserve Non-Commissioned Officers (CISOR). The three confederations collaborate closely, generally organizing their meetings jointly in order to exchange best practices and align their programs.
The event is organized by the Reserve Officers Association of Romania (AORR), in partnership with the Ministry of National Defense, and is held under the High Patronage of the President of Romania.
Alongside the congress proceedings themselves, the event includes activities by the specialized committees of the three confederations, workshops for young reserve officers — both general specialties and military physicians — a civil-military exercise, CIMEX-26, a symposium on regional and global security themes, whose topic this year will be “Winning the War of Narratives,” and a complex applied military sports competition, MILCOMP 2026. More than 500 reserve military personnel from 29 NATO member and partner states will take part in the event, alongside the AORR volunteers involved in its organization.
Hosting the congresses in Romania represents, in equal measure, a recognition of the activities carried out by the organizing associations, but above all of our country’s role within the broader framework of collective defense. At the same time, the full range of activities organized serves to confirm, strengthen, and give greater visibility to our country’s Euro-Atlantic profile, and to position Romania favorably on the map of European concerns regarding the strengthening of reserve forces and their role and place in a field that has returned with renewed urgency to the attention of political and military decision-makers on both sides of the Atlantic — amid the Russian Federation’s aggression against Ukraine and the deteriorating global security environment.
The Reserve Officers Association of Romania has been a member of the Interallied Confederation of Reserve Officers since 2004, the year our country became a member of the North Atlantic Alliance.
