Summary. Through the implementation of “MY SAFE” Bucharest – Braşov Alternative project, the following fundamental objectives are successfully achieved:

Increasing mobility on two networks simultaneously – road and rail – in the most demanded national area, increasing the degree of safety and security on the mode of road transport by creating a real alternative for efficient transport in strongly disrupted terrain (mountainous and forested area) and reducing of impact road transport on the environment;

Ensuring the sustainability and quality of modern rail and road transport;

Romania’s transport infrastructure is undersized, polluting and poorly maintained, with urban nodes that have poor connectivity to transport networks and a lack of inter-modality;

The railway infrastructure is depreciated, with numerous restrictions, lack of functional modern solutions and poor connectivity with other European modes of transport;

Construction / modernization of the global TEN-T road network (according to the standard defined by MPGT): highways / express roads / national roads / transregio / eurotrans, including the construction of bypass options (according to the appropriate technical standard), in addition to the investments. The investments provided for in this objective mainly aim at increasing the standard of the section financed by European funds and therefore not state aid;

Implementation of intelligent transport systems (e.g. ERTMS, VTMIS, Ro-RIS) and interfaces between various STI transport modes, where they have not been implemented as part of infrastructure interventions, to increase safety at the level of control actions of traffic;

Integrated investments aimed at rapidly improving the quality of services on priority highways, including:
– the purchase of modern, efficient rolling stock (including for extrication interventions, snow removal, etc.) and with interoperability capabilities (ERTMS);
– improving train running (higher frequency, staggered running);
– modernization of railway stations, priority on the central TEN-T (correlated with MPGT);
– elimination of speed restrictions at low cost (replacement of gearboxes, etc.);
– other measures that ensure the improvement of national and European priority road transport services by rail A NEW TECHNOLOGICAL APPROACH!!!

This is an INNOVATIVE DEVELOPMENT CONCEPT to launch the innovative project ALTERNATIVE “MY SAFE” BUCHAREST – BRAŞOV within the pragmatic and modern budget for the period 2021-2027 proposed by the European Commission.

MY SAFETY, AUTOVEHICLES, FLUENCY, EFICIENCY
Through the implementation of “MY SAFE” Bucharest – Braşov Alternative project, the following fundamental objectives are successfully achieved:

Increasing mobility on two networks simultaneously – road and rail – in the most demanded national area, increasing the degree of safety and security of the mode of road transport by creating a real alternative for efficient transport in strongly disrupted terrain (mountainous and forested area) and reducing of impact road transport on the environment.

This “Pilot Project – My safe alternative” can also be applied to other important transport networks, for example: Bucharest – Constanţa, Bucharest – Sibiu – Arad, Bucharest – Iaşi, Constanţa – Arad.
TARGET GROUP:
– Romanian and European citizen travelers in transit;
– Regional business representatives (travel with company cars daily);
– Businessmen traveling between counties;
– Weekend tourists from Bucharest;
– Local communities in the perimeter of the Bucharest – Braşov area.
The achievement of the main objective corresponds to European requirements, for example: from Pillar I – Green transition / I.4. Rail transport and urban mobility within the National Recovery and Resilience Plan (PNRR), or the requirements of the pragmatic and modern budget for the period 2021-2027 of the European Commission.
In order to fulfill the main objective, the following Specific Objectives that characterize the importance of the innovative project Alternative “MY SAFE” Bucharest – Braşov are brought to attention and proposed for analysis and promotion, as follows:
– Increasing road mobility on the global TEN-T road network;
– Increasing the degree of safety and security on all modes of transport;
– Reducing the impact of road transport on the environment – flora and fauna in a mountain area with heavily disturbed terrain! (Green Romania!!!).
Increasing sustainability through modernization and quality of railway transport The Project Alternative “MY SAFE” Bucharest – Braşov integrates easily thanks to the following aspects:
a) Romania’s transport infrastructure is undersized, polluting and poorly maintained, with urban nodes that have poor connectivity to transport networks and a lack of inter-modality;
b) The railway infrastructure is depreciated, with numerous restrictions, lack of functional modern solutions and poor connectivity with other European modes of transport;
c) Construction / modernization of the global TEN-T road network (according to the standard defined by MPGT): highways / express roads / national roads / transregio / eurotrans, including the construction of bypass options (according to the appropriate technical standard), in addition to the investments. Bucharest – Braşov have double electrified railway:
In other words, you board your car at one of the boarding areas (Bucharest, Ploieşti, Câmpina, Sinaia, Predeal or Braşov) and travel by rail with your own vehicle or company car to your chosen destination (Braşov, Predeal, Sinaia, Câmpina, Ploieşti or Bucharest). This ensures the comfort desired by Europeans in a safe, effective and efficient travel!
Advantages of the target group:
Fast, safe movement on the busiest route in the country regardless of time, season and weather conditions, desired and successfully promoted comfort for European citizens!!!;
No CO2 emissions and prolonging the life of the vehicle;
You travel with your family and friends in modern, civilized and stress-free conditions, leisure (optimal use of free time), you can rest or relax, read or play with children in specially designed spaces, in specially designed passenger carriages built and equipped with technology that uses artificial intelligence to control the facilities (by age categories: children, juniors, seniors);
Significant reduction and/or complete elimination of the risk of occurrence and/or involvement in road accidents on the section where motor vehicles travel on the railway, in arenas in the area of car parks and surroundings;
Significant reduction of road traffic on the route Bucharest, Ploieşti, Câmpina, Sinaia, Predeal, Braşov and return by taking over at least 25% of an important / significant part of the 20,000 vehicles that travel on the section Bucharest – Braşov and return to multimodal car transport by rail, on average = every weekend and on public holidays between 3,800 cars and 5,200 cars daily!!!
Before presenting the economic advantages at the national level and the environmental impact, the main results of some statistical studies on road traffic in recent years should be briefly mentioned, those results are extremely relevant, as follows:

the railway transport of passenger cars in mountainous areas is unique at the European level (only Switzerland carries out such rudimentary level transport, where there is no other means of transport, without technological safety, and without comfort for the European citizen!!!)

road traffic, on average, on the Bucharest – Braşov section is more than 20,000 vehicles per day, on weekends and public holidays;
-
on these days of intense traffic, there are on average more than 20 road blocks per year;
-
the average duration of road blocks is 4 to 5 hours;
-
the weekend and public holiday blockages on Valea Prahovei have two main causes scientifically determined based on traffic measurements: the techno-ogical conflict between local traffic and transit traffic that shows a reduced capacity to take over the flow of vehicles in each mountain resort.
Economic / environmental advantages:

The ergonomization and modernization of road traffic by making available to traffic participants a new alternative for travel in the community space, with priority on national and European roads with intense traffic, with problems of blockages and the occurrence of serious accidents, in hard-to-reach areas (heavily disturbed terrain, mountainous and forested area – on areas where there is a real risk of disruption of the natural phenomena of subsistence of the national and European mountain flora and fauna);

Significant economic impact: new jobs both for operators in the field of road infrastructures (for the construction of car boarding / unloading arenas) and for the national railway company (attendants – specialized staff on wagons) and wagon factories (construction of wagons for the transport of motor vehicles with means of embarkation – quick disembarkation and passenger wagons for road traffic participants for drivers and their families, friends and accompanying children);

Particularly important effect on environmental protection (flora and fauna at high altitudes, over 1,000 m altitude!!!); on the route Bucharest – Braşov and return “IS GOING” an electric engine of the locomotive. On the same distance, three hundred thermal engines of cars boarded simultaneously “SILENT”, do not pollute, do not work and do not produce carbon!!!
Technical details:

The arrangement of the boarding – disembarking arenas in the most favorable areas next to the stations, after the stations, with access on several road lanes (example: entry and exit of cars similar to toll areas on highways) so that access to the ramps car boarding – disembarking calls to be executed in the shortest time, in both directions, with the use of the latest generation automated / digital systems and the control of facilities and safety in operation, using digitization and artificial intelligence;

Embarkation – disembarkation arenas resemble highway entrances and exits or highway intersections on a much smaller scale due to the relatively low speeds of travel in the area, with modern architecture and design, with warning means and road signs very visible, digital and luminescent 3D, applied security technology in nanometric operation, car / pedestrian guidance and control using artificial intelligence / advanced proximity digital information!!!;

The train is composed of 2 electric locomotives (5,100 kW) at the ends, a number of passenger car transport wagons with the maximum dimensions accepted by European standards, decked (15 special robotic wagons – products with 3D / CNC robotic hydraulic arms for high-speed handling and precision), interspersed with specially designed passenger carriages (13 exclusive 1st comfort class carriages), with relaxation areas such as a mini-bar, a place to serve breakfast, lunch or dinner, play-grounds for children and other facilities such as high-speed Wi-Fi networks, 3D and 4K smart TVs, music and devices to charge laptops, tablets, mobile phones, other facilities of the technology of the year 2024-2027 such as Cine-Alternativa and others at the level advanced for minimum 8K resolution;

Ensuring a sufficient number of trains to allow departure from the starting stations (Bucharest and Braşov – 3 + 3 designed sets) recommended hour by hour, in the time interval 08.00-20.00, in both directions;

Reservations and purchase of tickets / payment of tickets must be made through all modern and safe means of online payment (for example: giseul.ro, euplatesc.ro, SPV / anaf.ro) as well as at the boarding and disembarking arenas and at the IT / computerized / digitized control-coordination points;

The special vehicle transport wagons are fully video-supervised, safe from the point of view of the connection of the vehicles to the transport platforms and their tiered arrangement, fully ensuring the safety of boarding – disembarking, parking and transporting 10 cars per wagon, 150 passenger cars (train), safety percentage 100%;

Regarding the management of cars to the operators / administrators / platform managers, THERE IS AN ADMINISTRATION VARIANT that can be done by exchanging a magnetic card (type of magnetic access card in institutions) on which all the necessary embarkation-disembarkation data such as weight are recorded of the vehicle, the existence of RCA insurance (car civil liability insurance), the validity of the ITP (periodic technical inspection), strictly necessary data and information about the driver / owner regarding road traffic safety, the existence of a car license with the category corresponding to the type of vehicle / vehicle on board and the validity to him, etc., with strict respect for the confidentiality of all personal data; or without transfer of responsibility!!!

The layout of the boarding / disembarking arenas in the area can also be linked to the construction of bypass options (according to the appropriate standard / technical solution), in addition to the European investments in the area; the investments foreseen within this objective mainly aim at increasing the standard of the financed section.

INNOVATIVE PROJECT PROPOSAL
In the hope that this INNOVATIVE PROJECT will be useful to the Government of Romania by fulfilling the common objectives of the Ministry of Investments and European Projects, the Ministry of Transport and Infrastructure, the Ministry of Environment, Water and Forests, the Ministry of Development, Public Works and Administration, the Ministry of Research, Innovation and Digitization and the Ministry of National Defense – to be included in the portfolio of projects financed by European funds for the period 2021-2027, or of other sources of government funding and/or territorial administrative units from interested areas, I am at your disposal for any additional information and details.
Essential, determining and mandatory data to the technical design, execution and operation
Mandatory conditions for the realization and operation of this INNOVATIVE PROJECT “MY SAFE” ALTERNATIVE BUCHAREST – BRASOV are:
1. THE TECHNICAL DATA FOR BOARDING / DISEMBARKING VEHICLES ARE IDENTICAL FOR ALL ARENAS, AS FOLLOWS:

Equal length for all car boarding / unloading arenas (standard useful length of 755 m and with access reserve and emergency reserve of length 145 m, located at the ends so that the total length of the arena is 900 m). Each boarding / disem-barking arena (Bucharest-North Arena, Ploieşti-South Arena, Câmpina-West Arena, Sinaia-North Arena, Predeal-West Arena, Braşov-East Arena) have an equal length of 900 m;

Boarding / disembarking on one side (boarding / disembarking standard side either left – “With the platform on the left side”, or on the right side “With the platform on the right side”);

Simultaneous departure from both end stations (Bucharest, respectively Braşov) hour by hour in the time interval 08.00 to 20.00 seven days out of seven and with the possibility of additional trips beyond the time interval, on Saturdays, Sundays and public holidays (from example: additional time slots 05.00 to 07.00, respectively 21.00 to 23.00);

The trains have towing capacity and fast movement in both directions with 2 end locomotives (standard metro construction / according to the characteristics of the BLUE ARROW trains);

Scheduled departure / arrival hour by hour from 08.00 to 20.00 with the possibility of increasing the number of trips;

The access roads for passenger cars are very well marked, with delimited car access on dedicated sections, on 6 (six) one-way traffic lanes, as follows:

Primary car access for: identification / confirmation of car boarding reservation, by reading / identifying the registration number, car owner identification and driving license validity for category “B”, car technical maintenance during the validity period, car civil liability insurance valid / appropriate and other infor-mation provided in the software / computer program (for example the computer application “gişeul.ro” or the ANAF computer application on the SPV area – the virtual private space) in compliance with the legislation in force and through inter-institutional cooperation – national and European banking, by data of the Ministry of Internal Affairs, cooperation in the European Area of personal data, data of the R.A.R. (The Romanian Auto Register) and of approved / credible / recommended insurance companies at national and European level;

Intermediate passenger car taxiway for: weighing the mass of the passenger car with the personnel on board, measurement with the help of LASER readers / sensors of the dimensional limits (length, width, height);

Car boarding platform access road: it is the guidance area through monitors, traffic lights and other means of visual and acoustic warning of the direction and speed of the car towards / on the reserved seat (platform car number and letter of the reserved seat);

Stopping / stationary PERON boarding car and passengers: it is the area where the car is stopped in order to disembark the driver and passengers, the automatic boarding of the car on the platform wagon with loading systems with 3D CNC-assisted hydraulic arms – numerical order in coordinates, assessment, correction and safety through complete systems of sensors, proximity readers and real-time analysis of stopping, boarding and car insurance errors on the railway platform;

The manoeuvres performed by the driver in order to park properly are also indicated by external monitors that show the real-time position of the car and the way of backing up / stopping according to the 3D Assisted Parking System on the car; The assisted parking software / computer program can also have the facility of connecting the car via Bluetooth to the guidance / warning panels and monitors of proximity limits during parking maneuvers;

Emergency stop / intervention and evacuation platform: is the area where the car is oriented for emergency parking for medical intervention, technical intervention or intervention in other unforeseen situations, in order to carry out the specialized intervention safely, without influencing in any way the boarding / disembarking traffic and the evacuation of the car outside the Arena at the safety limit or outside the safety area with driver and passengers, with driver and without passengers, with the specialized manipulator acting as an intervention driver.

Car exit taxiway for: weighing the mass of the car with the personnel on board (comparing the weight on boarding, which is intended to be a preventive measure / avoid the departure of the car without a passenger – generally a preventive measure for minor travelers), the record of the release of all 3D boarding / disembarking ramps at the desired arena for passengers and cars and ensuring safe movement in one direction; Coordination by means of light and acoustic signaling and warning to the national roads in the landing areas is done on 6 (6 traffic lanes in one direction).

The train / set has equal length, unique dedicated design with elements of technique and color representative of the 21st century; Also, each train will bear the name of a representative geographical area at national or European level, or the name and surname of great personalities from various fields of research and scientific activity who have contributed to the recognition and respect that Romania enjoys today in Europe and the European Union.

Road access roads in total length of 6 linear km of arena x 6 arenas = 36 linear km of road are:
– Multi-layer type with lower layer of electrical networks for powering traffic lights, dedicated road signs and other guidance / warning systems and digital proximity and orientation systems; top layer with digitally controlled reflection capabilities day / night, rain / fog, wind / blizzard, winter / summer – for multi-color lighting and enhanced visibility sensors;
– With automated road access barriers on 6 (six) one-way traffic lanes, with multiplication to 15 parking / ramp zones and two emergency, intervention and evacuation zones arranged at the ends of the 755 m effective boarding / disembarking area;
– With automated road traffic exit barriers on 6 (six) one-way traffic lanes, towards the national roads.
3. COST OF INVESTMENT
The main technical data underlying the estimation and evaluation of investment costs for the design and realization of this new type of green multimodal transport are:

The double electrified railway exists. The standard length used on the Bucharest – Braşov route is 166 km. The basic investment for the railway infrastructure is the construction of boarding / disembarking platforms along the railway, in the free zone, before or after the existing marshalling areas and stations, or the construction of new railway with platform / platform for boarding / disembarking newly made cars.

The estimated cost of modernizing and building railway switches with modern electromechanisms and/or an electrified boarding / disembarking railway line with a length of 900 m in each boarding / disembarking arena (Bucharest-North Arena, Ploieşti-South Arena, Câmpina-West Arena, Sinaia-North Arena, Predeal-West Arena Braşov-Est Arena), as follows:

900 m of electrified railway x 8 million euros / km = 7.2 million euros x 6 arenas
= 43.2 million euros; -

6 boarding / disembarking ramps attached to the railway with a total useful length of 900 m x 2.5 million euros = 13.5 million euros;

Design, research, testing and standardization costs = 0.5 million euros / km of railway built = 5.4 km of electrified railway + 1.2 km of switches = 6.6 km x 0.5 million euros = 3.3 million euros;

Costs of rail traffic coordination, evaluation, control and safety systems = 1 million euros / km of railway constructed = 6.6 million euros.

Boarding / disembarking on one side (boarding / disembarking standard side either left – “With the platform on the left side”, or on the right side “With the platform on the right side”). For this, a number of side-loading double-decker / double-decker freight wagons and a number of “class I” exclusive comfort passenger wagons will be made in various forms / types and constructive travel solutions.
– Necessary calculation of train schedules: trains leave simultaneously from the Arenas Bucharest-North, respectively Braşov-Est, hour by hour, staggered:
At 08.00 a.m. = 2 sets (departure 1 set from Bucharest / 1 set from Braşov);
09:00 a.m. = 2 sets (departure 1 set from Bucharest / 1 set from Braşov);
10:00 a.m. = 2 sets (departure 1 set from Bucharest / 1 set from Braşov);
11:00 a.m. = 08:00 a.m. sets, with 20 minutes to check safety in rail traffic, safety and technical maintenance, cleanliness in passenger carriages.

Given the technical condition of traffic Bucharest, respectively Braşov hour by hour in the time interval 08.00 to 20.00 seven days out of seven and with the possibility of additional trips over the time interval, on Saturdays, Sundays and public holidays (for example: additional time intervals 05.00 at 07.00, respectively 21.00 to 23.00), is done as follows:

= 945 million euros;
– 1st class passenger car in different forms of travel and equipment such as common space, bunks, restaurant car or car with children’s playroom / digital cinema My SAFE = 13 cars with 60 seats x 6 train sets x 2, 2 million euros / pc. = 171.6 million euros.
TOTAL COSTS 1 (ONE) TRAIN / GASKET = 207.1 million euros
TOTAL ROLLING EQUIPMENT COSTS COMPLETE = 1,242.6 billion euros
5. ROAD TRANSPORT COSTS ON THE CAR ACCESS ROADS TO THE GREEN MULTIMODAL TRANSPORT BOARDING PLATFORMS ARE:
Road access roads are exclusively for cars. However, access must be ensured for the means of intervention of the self-sanitary type and special vehicles of fire fighters and/or extrication.
Road access roads in total length of 6 linear km per arena x 6 arenas = 36 linear km of road are:

Multi-layer type with a lower layer of electrical power supply networks for traffic lights, road signs and other guidance / warning systems and digital proximity and orientation systems; top layer with digitally controlled reflection capabilities day / night, rain / fog, wind / blizzard, winter / summer – for multi-color lighting and enhanced visibility sensors;

With automated road access barriers on 6 (six) one-way traffic lanes, with multiplication to 15 parking / ramp zones and two emergency, intervention and evacuation zones arranged at the ends of the 755 m of the effective boarding / disembarking area;

With automated road traffic exit barriers on 6 (six) one-way traffic lanes, towards the national roads.
The estimated average cost of building one km of road access road exclusively for cars, with some conditions mentioned above regarding emergency intervention situations, is 1.4 million euros / linear km x 36 linear km of road
= 50.4 million euros.
6. CONSTRUCTION COSTS OF THE AI MANAGEMENT / IT PLATFORM OF GREEN MULTIMODAL TRANSPORT, ARE:
The IT application / AI platform of the green multimodal transport “Alternativa My SAFE” must ensure the management of the entire activity, from accessing the platform to purchase a car travel reservation to the Embarkation / Disembarkation Arena from the initial point “A” to the Embarkation Arena / disembarkation at the end point “B” desired by a European citizen through the “on-line 24 / 7” reservation system. The reservation is made from any mobile phone terminal, tablet, laptop, personal computer, by SMS or through the initial window of the dedicated application, accessible in the system 24 / 7, the reservation is confirmed if the verified data is in accordance with the identified registration number of the car and driver data.
The informational elements to manage are:

identification / confirmation of car boarding reservation, by reading / iden-tifying the registration number, identification of the car owner and validity of driving license for category “B”, technical car maintenance during the period of validity, valid / appropriate car civil liability insurance and other information provided in the computer software / program (for example the “gişeul.ro” computer application or the ANAF computer application on the SPV area – the virtual private space) in compliance with the legislation in force and through inter-institutional cooperation – national and European banking, data of the Ministry of Internal Affairs, of cooperation in the European Area of personal data, data of the R.A.R. The Romanian Auto Register and of approved / credible / recommended insurance companies at national and European level;

weighing the mass of the car with the staff on board, measuring with the help of LASER readers / sensors the dimensional limits (length, width, height);

ensuring access to the guidance area through monitors, traffic lights and other automotive means of visual and acoustic warning of the direction and speed of the vehicle towards / on the reserved seat (platform car number and letter of the reserved seat);

the area where the car is stopped in order to disembark the driver and passengers, the automatic boarding of the car on the platform wagon with loading systems with CNC-assisted 3D hydraulic arms – numerical control in coordinates, evaluation, correction and safety through complete sensor systems, proximity readers and real-time analysis of stop, boarding and car insurance errors on the railway platform; The maneuvers performed by the driver in order to park properly are also indicated by external monitors that show the real-time position of the car and the way of backing up / stopping according to the 3D Assisted Parking System on the car; The assisted parking software / computer program can also have the facility of connecting the car via Bluetooth to the guidance / warning panels and monitors of proximity limits during parking manoeuvres;

the area where the car is oriented for emergency parking for medical inter-vention, technical intervention or intervention in other unforeseen situations, in order to carry out the specialist intervention safely, without influencing in any way the boarding / disembarking traffic and the evacuation of the car outside Arenas at the safety limit or outside the safety area with driver and passengers, with driver and without passengers, with the specialized manipulator acting as an intervention driver.

This innovative green multimodal transport project has two implementation periods, as follows:
The first period lasting 1 (one) year addresses scientific research, obtaining experimental results, conducting tests, testing and innovation, CFR innovation and accreditation, implementing national and international standards.
The second period lasting 2 (two) years is the period of simultaneous realization of the following main elements of the innovative project:
