Abstract. It is more and more obvious that the COVID-19 pandemic is producing severe effects, with profound societal implications, amid damage to our daily lives. Thus, we need to learn or remember words such as action commander, lockdown, quarantine, etc., which come bundled with the implications generated by the actions described by these words in the societal plan.

The purpose of this study is to analyze, using the concept of resilience, how state institutions and citizens relate to democratic values, separation of powers in the state, vulnerabilities, risks and threats to the security of citizens and the state, in this complex and unpredictable environment generated by the pandemic wave, to which are added the fake-news that promote conspiracy theories.
