Abstract. China did not have many outstanding admirals, but it had one, Liu Huaqing, and he put his mark on everything that meant the creation, development, endowment and transformation of China’s naval forces into a true ”dragon of the Sea”. Furthermore, he left China with an unrivalled naval strategy in this area, because it establishes, in practice, the elements of essence of China’s naval power development and design over more than six decades.
The strategy of the ”two chains of islands”, although no one outside China knows its content in its entirety, is like Chinese philosophy – succinct, but full of content. The definition of the four stages of the development of naval forces and the design of China’s naval power are emblematic.
