Abstract. The Mediterranean area has a strong need for development, for stability. The UE represents the institutional framework for achieving this global goal. The three EU Initiatives can be serious geoeconomic, geopolitic and geostrategic foundations for the creation of a Euromediterranean Union alongside the reconstruction of the Middle East. UE based on knowledge so far, with more awareness of the states of North Africa and with the international agreement of the stronger states concerned, it is necessary to soon put into place a viable integrated project for trans-Mediterranean space.
