EXECUTIVE SUMMARY
E-governance plan is a very important initiative of the Iraqi government, which is seeking to implement e-governance in the country.
The Iraqi government – in partnership with the United Nations (UNDP) had a high-level meeting on e-governance in Amman on 13-17 November / 2011.
The purpose of the meeting is to develop performance indicators to monitor and evaluate the e-governance the various Iraqi institutions, were reviewed the Strategic Action Plan for e-Governance based on the results of the evaluation were re-developed and drafted accordingly.
Many of the e-governance initiatives has been applied to the first version of the Strategic Action Plan for e-governance in April 2010, and put an action plan e-Governance to revised vision for the new model transformation that efficient service delivery to the public sector of Iraq, and focused action plan E-Governance ten key elements, identified the main tasks of priority for each one basic ten elements. – Education and communication and commitment, human capacity building, com-munication interface standards, institutions and change management, legal framework, communications infrastructure, financial resource management, monitoring and evaluation, deliver services to citizens, data and information systems.
Background
Adoption of E-governance in Iraq is a process of change that will help to expand the fields of citizens and businessmen to participate in the new economy based on knowledge, the customers of e-governance services citizens and business, as well as public administration itself are the constant element. The services will be grouped in the general topics or life events and will be using the language of the daily life of citizens.
