Pe parcursul acestei perioade de timp, lupta pentru dominație în bazinul Dunării nu a fost o luptă clasică între trupele anglo-franceze și germani, ci o luptă între serviciile de informații ale acestor mari puteri. România reprezintă o piesă importantă în planurile expansioniste ale diplomației din Berlin. Lupta dintre Reich și Marea Britanie a continuat problema primei inițiative: Oricine din aceste două mari puteri a reușit să atragă de partea sa cele mai multe state ripariene îşi asigura preponderența în Bazinul Dunării. Deoarece petrolul românesc a fost important pentru mașina de război germană, rețeaua de informații germane a primit sarcini informative importante în ceea ce privește politica românească de petrol, iar Wehrmachtul a elaborat planuri de ocupație militară a planurilor de petrol din România. La rândul lor britanicii au planificat distrugerea sondelor de petrol din Valea Prahovei si prevenirea aprovizionării cu petrol a Germaniei pe Dunăre. La sfârșitul anului 1939 niciuna dintre cele două puteri nu a reuşit a impune dominația pe Dunăre.
