1. Introduction: A Gateway to Opportunity
As the COO and Founder of Turnbull Services, I recently had the honor of touring the Port of Constanța, Romania’s premier Black Sea hub, with Claudiu Vuță and guided by General Manager Mr. Mihai Teodorescu and Head of Marketing Mr. Dan Jarnea

This visit, coupled with my earlier meeting with Romania’s Minister of Infrastructure and Transportation, Mr. Sorin Grindeanu (please see the Turnbull Times Edition 19), solidified my view of Constanța as a cornerstone of global trade and the most geographically critical hub for Ukraine’s rebuilding efforts. Located just an 18-hour cargo ship journey from Odesa, Constanța leverages its deep-water access, global maritime connections, and the Danube River and canals to facilitate the massive equipment and material shipments needed for Ukraine’s reconstruction. Compared to longer routes from Poland to Ukraine’s war-torn southern and eastern regions, Constanța’s proximity to Odesa and the frontlines ensures faster, more efficient deliveries.

In this Turnbull Times edition, I’ll share insights from my tour, highlight Turnbull Services’ strong affiliation with the port, and demonstrate how our American perspective and local expertise can guide businesses to success in this vibrant market.

Since 2022, Constanța has also served as a critical maritime outlet for Ukrainian cargoes (See Turnbull Times Edition 18), showcasing its adaptability in challenging times.

With 38 port operators and approximately 700 forwarding operators, Constanța efficiently handles diverse cargoes, from 36.2 million tons of grains in 2023 to 989,795 TEUs of containers in 2024. Mr. Teodorescu highlighted the port’s cost-efficient inland waterway connections via the Danube, an alternative to Europe’s congested rail and road networks.

Mr. Jarnea showcased new Ro-Ro services, like Poti-Constanța and Karasu-Constanța, which strengthen trade with Georgia and Turkey.

These insights align with my discussions with Minister Grindeanu, who emphasized investments in Constanța’s connectivity, including the Via Carpathia corridor and Gdansk-Constanța railway. Together, these perspectives underscore the port’s strategic evolution and Romania’s commitment to its growth.
5. Constanța’s Role in Regional and Global Trade

Constanța’s container traffic has surged, with full containers rising from 337,739 TEUs in 2018 to 773,687 TEUs in 2024. Its integration into initiatives like the FAIRway Danube project and the Middle Corridor, connecting Europe to Asia via Georgia’s ports, positions it as a global trade linchpin. For American companies, Constanța offers a stable entry point to Europe’s emerging markets, especially amidst geopolitical shifts. The port’s multimodal connections, road, rail, pipeline, and inland waterways, further enhance its appeal.
