It was my great pleasure to sit down with Colonel Daniel PARPAILLON at the Embassy of France in Romania, together with the two teams of specialists.

We discussed about our long term common strategy in the Military and Defence mutual areas of future cooperation and the progress we have been making in this respect, to including the bilateral area of Economics, Security for Maritime, Aviation and Cyber. Our destination is clear: as per our strategic partnership Romania and France, we strive to gradually transform ourselves towards a sustainable superior outcome.

We also had an in-depth discussion about the complexity of pressing challenging world’s leveraging pertaining to supply security fields in Europe and in the Black Sea Region, especially. The common Romanian – French path forward has been mastering unprecedented tasks exceptionally well and flexibility as one team.

• Securing the required sectors as per the ongoing the common Strategic Partnership France – Romania, in accordance with the NATO’s system(s), procedures, regulations, conditions and the Aliance’s Club compliance. This is an integral part of diversifying the Romanian Special and Dedicated Military and Defence industries and the best world-wide customized special solutions such as French external Cerbair systems, under the guidance of the two governments and the responsible ministries, for the continuously adapting to the new asymmetric significant treats and serious seismic challenges due the Ukrainian military conflict;

• Recalling the state of the threat for both entities operating in the field as well as those leveraging the emergent sectors and impacting strategic key elements cases: the war in Ukraine, the necessity for customized and dedicated security programs for airports, prisons etc;

• Accelerate, scale, and simplify the Defense Acquisition Process, bridging the gap between industry innovation and the specific Defence counter-drones sector, more efficient and collaborative work streams between acquisition partners;

• Optimizing industry engagement, mitigating the collateral risks, and improving acquisition management on a single platform due such collaboration from a single virtual location with mobile capability etc;

• The common strategies also outline and include, among others, different new threats, including from State actors against critical infrastructure and recognize the need to strengthen the collective defence program as one of the strategic pivotal pillars;

Specifically, the common French – Romanian Military Strategy as per the business arrangements between Cerbair France and IAA Romania, also states, customize and upgrade the operational specific decisions, according to the continuous increasing risk from different threats into the Romanian and European infrastructure, dominance in strategic supply chains, control of key commodities, and development of emerging and groundbreaking technologies, mainly AI outside ethical norms and international standards, according to the new global world order. It underscores the necessity to prevent and to resist adverse strategies and attacks, information, economic, and intelligence influences while preparing for potential asymmetric involvement and threats.

Making our common long-awaited common program – The Anti-Drones Academy, in Premiere, in Romania – a reality, which is a key strategic pillar of our long term common historical special relationship. As one of the biggest bilateral and common integrated & multidisciplinary military joint program, in the Eastern Macro-Emergent Part of the EU, and next to the Black Sea Region, the common strategy between Cerbair France and IAA Romania it is set to provide a reliable and secure source of Hi Tech Transferring, exclusive Know-How access and transfer as well as operational management scope and planning for different end users, government & public entities and agencies as well as private bodies and qualified and chosen certified organizations, while strengthening our cooperation strategy in the Black Sea region and in South-Eastern Europe.

I enjoy participating in the Cerbair – IAA Romanian & French common program, and working with the best international team from the Hexagon, maybe the best in the world, appreciating the chances to roll up the common sleeves and also getting involved in the technical side of things. There is something satisfying about being back at the keyboard, and it reminds me where we started this bilateral international joint program. It is a good mix of the past and the present for me and for my Overseas partners.
