Re: The Russo-Ukrainian War and Romania
Dear President Joe Biden,
The current Russian aggression against Ukraine is a tragedy that humanity should not tolerate in the 21st Century. The world should take a common stand against the aggressor and prevent the war from further escalation into a dangerous global catastrophe. The only solution is to curb imperial ambitions and to reach a peaceful settlement. In this regard each country directly or indirectly involved in the conflict should accept some compromises.
These very days the Russian troops have occupied the eastern and southern regions of Ukraine and are advancing toward Odessa, approaching Moldova and Romania. They may stop on the Dniester River and junction with the pro-Russian self-proclaimed Trans-Dniester Republic (Transnistria) further encroaching on Ukraine, or they may reach the Danube River and threaten Romania. No one knows where the Russian troops would stop, but the danger to Europe and to NATO and the world is obvious.
After more than three months of war, over six million Ukrainians already took refuge in neighboring countries and one million of them entered Romania. They were well-received by the authorities and people alike and some of them have stayed in Romania. Moldova on its turn, which is the poorest country of Europe, also received hundreds of thousands of Ukrainian refugees.
As American citizens of Romanian origin we need to bring to your attention the case of Romania and Moldova in the light of this risky new war in Europe.
Romania is a solid NATO member and a loyal American ally. The Republic of Moldova is a truncated part of Bessarabia, a Romanian province annexed by the USSR in 1940 together with northern Bukovina following the Ribbentrop-Molotov Pact of August 1939. The infamous pact has been repudiated since, including by its signatories, Germany and Russia, but its tragic consequences for Romania have never been addressed and redressed.
The boundaries of modern Romania were established during the Paris Peace Conference following WWI in accordance with the recommendations of the U.S. President Woodrow Wilson. In 1940 and then again at the end of WWII the eastern Romanian provinces were annexed by Moscow. This compelled an American diplomat write that those lands represented “the most critical territorial problem bequeathed to the present generation as a direct legacy of the age-old Eastern Question.” (Malborne Graham, “The Legal Status of the Bukovina and Bessarabia,” American Journal of International Law, Vol. 38, Oct. 1944, p. 667.) This territorial dispute has remained unsolved ever since.
In 1991, as a result of the dismemberment of the USSR, the Republic of Moldova declared its independence, but it has remained as a ground of operations of the KGB and its FSB Russian successor. In addition, Moscow helped the left bank of the Dniester River of Moldova (Transnistria) declare its own independence. In this region Russia maintains important elements of the former Soviet 14-th Army and huge quantities of arms and ammunitions used now to threaten both Moldova and Ukraine.
It is worth mentioning that after the dissolution of the Soviet Union, the American Congress passed a resolution stating that the people of the former Romanian lands annexed by Moscow in 1940 should be free to choose what country they want to be part of. Please, see for details U.S. Senate Resolution 148 of June 26, 1991. Here is a summary:
… To express the sense of the Senate that the United States should support the right to self-determination of the people of the Republic of Moldavia and northern Bucovina… Now, Therefore, be it Resolved,
That it is the sense of the Senate that the United States Government should–
(1) Support the right of self-determination of the people of Soviet-occupied Moldavia and northern Bucovina and issue a statement to that effect; and
(2) Support future efforts by the Government of Moldavia to negotiate peacefully, if they so wish, the reunification of Romania with Moldavia and Northern Bucovina as established in the Paris Peace Treaty of 1920, the prevailing norms of international law,and in conformity with Principle 1 of the Helsinki Final Act.”
The current conflict in East Europe is a clear Russian challenge to the status quo of Europe and to the present global order. It is imperative that peace be reestablished through negotiations, but negotiations should be rooted in justice. In this situation, we strongly suggest that the United States and other responsible nations and international organizations aiming at promoting peace and justice in the world should start to consider a settlement that should annul the consequences of the Ribbentrop-Molotov Pact for Romania. That would bring lasting peace to the region and better Romanian-Ukrainian relations. Honest people should always find mutually acceptable solutions. As American citizens we are ready to help the process of redressing this historic injustice with all our means, knowledge, and possibilities.

Rezumez ideile principale ale scrisorii noastre din 30 iunie 2022, dar atasez atat textul ei integral cat si scrisoarea primita de la Casa Alba.
Razboiul din Ucraina ameninta intreaga lume si in special tarile Europene din zona conflictului. Avand in vedere problemele istorice cu care se confrunta Romania, i-am expus presedintelui Biden pozitia delicata a tarii. In acest sens:
Am denuntat agresiunea Rusiei si am sustinut necesitatea negocierilor in vederea evitarii unei catastrofe internationale de mari proportii.
Am reamintit nedreptatera facuta Romaniei prin pactul Ribbentrop-Molotov ale carui consecinte nu au fost nici odata remediate.
Si am subliniat ca la data de 26 iunie 1991 Senatul Statelor Unite a adoptat o rezolutie care sustine dreptul la auto-determinare… al populației ocupate de sovietici în Moldova și Bucovina de Nord.

Dear Dr. Dima
Va multumesc pentru gandurile trimise referitoare la razboiul lui Vladimir Putin impotriva Ucrainei. Statele Unite sustin mandrul si bravul popor Ucrainian in lupta sa pentru liberate si democratie si in efortul de aparare a tarii contra agresiunii Rusiei.
Ca raspuns la razboiul neprovocat si nejustificat declansat de Kremlin, America si-a raliat partenerii si aliatii din intreaga lume. Impreuna, i-am impus sanctiuni fara precedent lui Putin, raspunzator de acest conflict, si Rusiei pentru a inaspri costurile economice ale razboiului. Am luattotodata masuri de consolidare a aliantei NATO si am pregatit terenul pentru accedarea la organizatie a Suediei si Finlandei intarind astfel cea mai puternica alianta defesiva din istoria lumii.
In timp ce Putin incearca sa slabeasca occidentul prin acest razboi, actiunile sale au avut efecte opuse. Nici odata nu am fost mai uniti, in timp ce economia Rusiei sufera.
Statele Unite vor continua sa ajute Ucraina pentru a se apara. I-am pus la dispozitie un important ajutor miliar care include piese de artilerie, rachete avansate, drone speciale si munitii. Am sprijinit-o deasemenea substantial pe plan economic, astfel incat guvernul Ucrainian sa poata oferi servicii vitale populatiei. Suntem prima tara care acorda ajutoare umanitare pentru milioane de refugiati ucrainieni care au fugit din calea razboiului. In acelasi timp, suntem principala tara care a abordat problema crizei mondiale de alimente, criza agravata de razboiul brutal declansat de Putin. In acelasi timp, facem tot ce e cu putinta sa mentinem armata noastra inafara razboiului.
Curajul si determinarea cu care Ucraina continua sa lupte in acest razboi brutal inspira intreaga lume. Statele Unite, impreuna cu aliatii si partenerii ei, raman ferm alaturi de poporul Ucrainian in lupta sa pentru apararea libertatii.
